The easiest solution to this problem is to create a box-shaped cover of rigid foam insulation panels. When they are dropped down the stairs, you just have to climb some steps and push the open foam cover to access the attic.
Ideas for isolate an attic staircase, climb into the attic and pull the stairs behind you. Use a tape measure to obtain the dimensions of the ladder, including the height of the steps crossed above. Use a knife to cut two pieces of rigid foam insulation to match the length measurement. Make sure these panels are deep enough to cover the height of the steps. Cut two pieces of foam to match your width measurement. Cut a flat piece of foam large enough to cover the top of the entire staircase. This will become the cover lid of the isolated stairwell.

Adjust the four side pieces of foam on the floor so that they have a box. Seal the outside of each corner with radiant aluminum tape. Do not use regular conduit or electrical tape, as it may not be able to withstand the heat that is present in most attics. Turn the box one and seal the inside of each corner with foam or putty seals.
